Do read-only users count towards our subscription?

Our support team and a few managers only need to look at incidents, they never configure anything. I want to give them access without inflating our bill. Is there a cheaper or free level of access for people who only read?

Hi Tobias, since billing is per workspace rather than per person, nobody you add inflates the bill, whether they read or configure. So you can give your support team and managers access without any cost consideration at all.
What you do want to think about is roles rather than cost:
1. Give read-oriented people the member role. Members can see incidents, monitors and heartbeats across the organization, add comments to an incident timeline and change incident status. For a support team following an outage this is usually exactly right, they can see what is happening and record what they told customers.
2. Keep the admin role for people who need to create or delete monitors, manage notification channels and manage incident assignees.
3. Keep exactly one owner. The owner is the only role that can delete the organization or permanently delete incidents.
If you want people who genuinely cannot change anything at all, note that the member role does allow status changes and comments, so it is not a strict read-only role. For managers who only observe, that is rarely a problem, but it is worth knowing rather than assuming.
